Keep in mind that most communities will only have a handful of Orlanth and Ernalda subcults - not the full panoply. Maybe the Hiording clan worships Orlanth Destor (as their Orlanth Adventurous subcult) and the Enjossi clan worships Orlanth the Wanderer. An occasional soul will be called by a rare subcult - like Niskis - which makes him the only worshipper of that aspect of Orlanth in the area, and means he will have to rely upon his godi to properly propitiate the god (and might mean he makes mistakes).

Basically men and women worship a pair of gods (a god and a goddess precisely). They get magic similar to that of the Beren cult in ST.

There's a lot of this stuff in Sartar. Few people are devotees and many folk initiate to more than one cult.

More like Epona and her husband. Except not as a major of a cult. Epona, fwiw, was a widely popular cult in the Roman Empire - with soldiers, rulers, women, whatever.
