Christsakes, I never wrote "All Vingans are Lesbians". And if you really want to know who started that meme, it was my writing partner. I just backed him up. My point has always been that the ramifications of sex (i.e. pregnancy) is going to be problematic for many of her mortal worshipers. As a result, there will likely be more than a few Vingans who are either chaste or have sex with women.
And no, there is nothing in the HHP about Vinga - just one Vingan queen and Ara the Proud if I recall. Book of Heortling Deities will have more, but again - no "Vinga is a lesbian" story. We do have an Orlanth as a cross-dresser story, but that isn't quite the same..... :)
