Well, the way I see them:

1) HeroQuest: Core Rules (2nd Edition) (New Rules)
2) The Sartar Book (Some New Stuff)
3) The Pavis Book (Some New Stuff) 
4) Whitewall: the Last Rebel King (New Stuff)
5) Coming Storm campaign (New Stuff)
6) Distant Shores (New Stuff)
7) Aldryami book (Some New Stuff)
8) Heroes of Malkion (New Stuff)

So, probably 3 lots of new stuff, 4 lots of some new stuff and one lot of new rules.

That's a lot better than no new stuff at all.
