Blood over Gold (as I understand it, the most detailed official source on Wenelia) said little about how Heler is worshipped even by the Atelli (the main Helering tribe amongst the Ditali). I would also expect some worship of one or more aspects of Heler as Spirit Cults within the religious tradition that book called "My Island Home"). (Heretically I probably preferred the Wenelian Orlanth cult write-up from Tradetalk anyway ...)
My guesses were always (i) Esrolia (as a significant minority cult for men who were shepherds, rain-makers and occasionally Helemakt fighters), and (ii) the islands off the coast of Maniria that made up the water-based 'Sixth' of the Holy Country.
