The best any of my encounters with him (? with shaman's I'm never too sure on the gender....) was when I had no treasures and no thralls, so I actually performed the requisite sacrifice. When my clan children grew beards I just ignored it and they fell out. On the other hand, when I've not sacrificed in the order of preference (i.e. sacced horses when I had treasures) I can't say things turned out noticeably worse.

And no, I've never been able to find him when I want him--even when sending out a master hunter (excellent or better in all of animals, plants, and combat, with very good magic), with tracking and pathfinder active, the treasure that helps you find what you are looking for, and with two points of magic in hunting. In other words, I don't think its possible.

The only drawback with that combo is that when the cooking contest came up I had no luck at all in winning it......
