large starting tulas *border* on more neighbors, and
are hard to patrol, who can blame them for popping
over to take some of your cattle and goods into more
secure hands? If they don't do it the horse nomads
will, so this way they are doing a favor to all of
Dragon Pass by protecting them properly, you see....
(in other words, if you want to claim lots of
territory, you'd better have the muscle to back it up)
