This has worked 2 out of 3 times that I've done it; one for one with one clan at "Easy" and one for two for another clan at "Medium". Recruit farmers, and check the box for Vagabonds and wanderers. A couple seasons after the farmers show up, check your Reorganize screen. Odds are decent you'll have a Eurmali.
