Hmmm, I think the computer clans have a more flexible
economy. I suspect the computer lets them liquidate
cows and such to pay the ransom. I've noticed that
after paying a steep ransom, the enemy will generally
be weaker, so I think the computer does penalize them
for being poor. Still, it would be more consistent if
sometimes they paid the ransom in cows, or said they
couldn't afford it.
