You do wait and make sure that you are a wonderful Tribal King (or Queen) until the end-game starts.
You will know when it happens. Either there is a distinct change in relations with the HorseSpawn or you find yourself empbroiled in some rather different tribal politics.
Try new things and don't be afraid to be honourable.
