I think the difficulty of any quest is relative to the tribe's
configuration. I've always found Lhankor Mhy's quest easy, too,
unless I run a warlike tribe who's past is connected with the more
aggressive gods. Then Lhankor Mhy is among the most difficult to
succeed at.
