Kero Fin (the sacred mountain Wintertop) is one of several areas it's
worth sending more than one exploration mission to. In fact, the
shrine is not available until the second mission. There aren't any
special preconditions to finding it -- it depends on the luck and
skill of your explorer. Repeated explorations also help.
The shrine itself (or rather the Maternal Ward blessing) keeps kids
from dying of serious childhood illness -- up to 10 per year, if I'm
reading the code correctly.
