No help with your specific situation, but in my experience making the leave-alone vow is bad news, as it doesn't seem to keep them from raiding you -- they only incur penalties if they don't pay tribute, but (as far as I can tell) they can raid you at will, and you get h0ser3d if you raid 'em back. Suffering the raids isn't worth the tribute. If relations are that bad, and they're that weak, just do a land raid and force 'em to move away.
