Will each player control a separate clan? If so, you need to invent some game mechanics; if not, you can run a single clan with the players as ring members using HW or Runequest or any other tabletop rules system. (The only difficult part is simulating crop production and livestock populations, though I'm sure you could invent a reasonable system yourself.)

Hero Wars might be a good rules system to build upon if you decide to create a clan vs clan game. Off the top of my head, I'd set up a clan like this:

Wealthy 17 (Big Herd of Cattle 1W, Grow Grain 18) Fyrd 1W (Charge 3W, Maneuver 1W, Skirmish 2W, Defend Tula 5W) Warband 5W (Cattle Raid 3W, Patrol 19)
Temple to Ernalda 3W (Preserve 3W, Bless Children 4W) ...

Well, you get the idea.

You can order Hero Wars rulebooks by mail, BTW (assuming you get a decent exchange rate, of course, which may be the problem in the first place.)
