From experience the only bug i experienced was if you have a great temple to issaries and a tribe, your advisors will still tell you "Get a new trading route" even if you CANT support another one(one random trading route will shut down a season or two after get a new one).
As it is i can experience a consistent max, its really dependant on your issaries temple and whether or not you have a tribe in my experience.
