I think it wiser to keep the Larnsti and the Hidden Kings separate. When Orlanth and the Storm Tribe turn into animals, they do so without Larnste's magic. When the Hidden Kings resort to shapeshifting, the Gods are dead. Moreover Larnste's worship is confined to Heortland whereas the Hidden Kings are based in Dragon Pass.

The shapeshifting powers had already been in Heort's bloodline for three generations when his greatgreatgrandfather founded the Deer Tribe.
