I see it clearly as b)

The paragraph you are quoting is a subjective point of view not an objective one.
The author of this seems to assume: Kallyr is Whitewall (fact), there are terrible storms at Whitewall in Storm Season (fact) so = Kallyr is rising storm powers.
I think that he is wrong. He admires Kallyr much more than she deserves. :-)

But i agree that we should try to include that small bunch of information of the siege of whitewall we got from "The Widows Tale". It is not an official source, but Stephen Martin called it a licenced product the last time he mentioned it at least.
And it will not hurt anybody to use this information also. :-)

By the way: TWT is set 1619!
