Well, yes. But high Command is quite often clueless, so they'll send the wrong things to the wrong theatre of operations - "Fort, eh? With walls? Okay, send the siege train down to the general in charge. What? they won't work in wet condoitions? Nonsense, I gave you an order and I expect it to be carried out!"
