I think that you can have someone that does not apparently rank highly but still be very influential and hence powerful. For example, the Dishthane of a clan might not be on the ring and would rank far below the Priestess, the Champion, the Warband leader etc. (see Thunder Rebels). But in day to day allocation of resources to the bloodlines and control of access to the Chief, she has more influence and hence power than anyone else in the clan.
Similarly the Gatethane - he controls who can enter and leave the city. So if some highly ranked person or group annoys him, while he will not be able bar their passage, but he can bar passage to their supporters. And do not under-estimate the value of a sensible and reliable Heortling male...
