Good quick list. However, I am virtually cerain that Entarios the Supporter is not at Whitewall. On the other hand, the priestesses of Vorda Hill likely have a major role to play.

I think that perhaps an exiled king of the Curtal is at Whitewall and maybe a claimant to the Kultain may be there as well.

A quick flick though TR gives the following:

Broyan's Skald - Drogarsi
Broyan's charioteer - Mastakos. Since Broyan has a ceremonial chariot he must have a charioteer. Maybe the only charioteer in Dragon Pass, possibly a hereditery position.
Broyan's lawspeaker - Andrin
A male leader of guerillas - Finovan

Leader of the Volsaxi Fyrd - Starkval

Then there are Ernalda followers who are going to be present: Bevera

Jera
