In case it wasn't clear, the idea wasn't that pigeons were infected so that they *might* drop 'little presents' on people and pass it on; more that a build up of their influence in one place (i.e. where they feed - where the humans' food is) could pose a difficult-to-trace problem that could be a very dangerous during a siege.
