Hmmm....I have been thinking about this quite a lot. Going on what Mark said, then I am becoming even more convinced. Fazzur was *busy* so what a perfect opportunity to take control of Whitewall. And of course once the RM temple was completed, well, some Provincial like Fazzur isn't going to last long is he? Oh no, no, no!
The only real sticker is would Tatius really sacrafice the Bat on the Altar of his ambition? I'd have to say no. That kind of success for the rebellion is a bridge too far....
