I might be wrong here but isn't Whitewall within Heortland rather
than Sartar?
There's nothing in Volsaxland to make it worth Fazzur getting
together that big an army so Fazzur definitely had bigger ideas.
At least the control of Heortland and quite possibly Esrolia as
well.
