I don't know. The notion that he's fulfilling some hoary old,
possibly misunderstood prophecy is kind of attractive. That would
explain the weirdish timing and delays in implementation. Perhaps
some half-crazed Buserian seer is advising him on when to act.
Probably drives his men crazy NOT being able to crush the Orlanthi.
Maybe there's times when they actually pull back so as not to bring
the seige to a premature ending.
