Basically, it appears there are three purposes of the Fan Policy -

(1) if some for profit publisher decides to publish "Adventures in Umathela" for D20, Issaries has created the factual background that will allow it to walk into Contra Costa County Superior Court and get an injunction from Judge Maddock without much fuss. Much fuss would probably bankrupt Issaries and end Glorantha.

The variant of this is what if someone publishes "Upland Marsh: the Online RPG" and then sues Issaries for copywrite infringement. Again, the Fan Policy makes it much easier for Issaries to get the suit dismissed and get its attorney fees.

(2) Give Issaries a first crack at publishing quality fan material. Issaries needs to do this to stay in business.

(3) Provide some quality control over published material about Glorantha. There's a lot of drek out and I think Issaries would like to insure that publications using derivative or incorporated proprietary materials are not just plain wrong or crappy.
