It strikes me, having thought about it for a bit, that there is a world of difference between jumping off the Whitewall walls and flying off. Jumping would be resisted by the full force of 10W5 or whatever the cliffs + walls amount to, but flying would probably only be resisted by 14 as it doesn't really matter whether you are flying at 10 feet or 1000 feet (or yards or metres).

So, someone with a Flying Affinity of 19 would have a fair chance of being able to fly from the walls safely and fly back again. Someone enhanced by 1.5 by the Reaching Storm would be at 9W, or thereabouts, and would be pretty safe, all things considered.

From a non-rules perspective, flyers can fairly easily reach the tops of city walls without using seige engines or what-have-you. However, then they get turned into pin cushions, covered in boiling oil, fired at by balls of burning tar, prodded by long spears, attacked by flying beasts, blasted by magical rays/thunderbolts and so on. Getting there isn't the hardest thing in the world. Staying there is.
