Yes, I can't see any sense in him trying to do anything, I'm not sure what he would be capable of anyway given the Lunars have control of most of Volsaxiland.

And it suits the Lunars to encourage such paranoia, if only to distract Broyan from the siege. I don't think it has any significant effect on the siege, just the presence of Esrolian agents in both the city and the Lunar camp.
