My opinion: I don't believe that this is possible without seriously heavy duty heroquesting.
Either Broyan achieved his quest and imbued his sword and helm as the symbols of Vingkot's Sword and Helm - so if you take the current symbols, he can, with some effort just re-create them.
Or he is powerful enough to actually bring the real things back from the God-Plane or where-ever they were lost - which is "impossible".
