I think that "control" is not really the right word. Broyan is High King and he expects folk to acknowledge his authority. Everyone in Whitewall enjoys, to one degree or another, Broyan's hospitality - which involves recognizing that Broyan is lord of that place and that they must respect his power. Does Gyffur kill folk under Broyan's protection while at Whitewall? No - because that would violate the sacred laws of hospitality and call down the divine wrath of Orlanth. Might he act differently in the wilds of the Far Point? Yep.

Another thing to keep in mind - as an Orlanthi king, Broyan has tied his guests to him through hospitality and gifts, which carries with it various sacred duties and obligations. This certainly includes Kallyr and Leika, who have been companions of Broyan for several years prior to the Siege.

A final note - although all the rebels at Whitewall recognize the paramount authority of Broyan as High King (at least while they are there), he's the only person who is going to get that recognition. If Kallyr tells Gyffur to do something, Gyffur may tell her to buzz off. And so on.
