I agree... That's why I proposed that Kallyr had authority over most of the Sartar contingent - on the basis that she "introduces" them to Broyan. And Broyan delegates control of most the various warbands from Heortland to other members of the Heortland/Volsaxar/Volsaxi rings.
A real High King has not been seen in Heortland (or Heortling lands for that matter) for a long time. While Sartar and Tarkalor were King of Dragon Pass, they were still only Prince of Sartar. A High King is a King of King, so while Kings (Kallyr, Leika frex) defer to him, it by no means detracts from their authority.
