Depends on the formation. A wagon is going to be about as wide as a small lorry so advancing shield to shield you'd get four or five. That's going to be pretty slow unless they are well trained so it might be as few as three abrest.

It assumes he has a fereshori and banner to form the vexillia. I'm not really sure how common these are.

I think the leaders (Offir?) decided there was less risk to a sortie with a strictly limited objective was less risky than having warriors poking their heads over the ramparts to see what was going on and some warband taking it into their heads to sortie out themselves.
