That sounds like a great campaign! And yes, that's the sort of level I'd expect from anyone who wanted to game through this period. The players are the heroes: that's the point! So, the NPCs have to be there along the lines of "here's a job that only you can do" "patrons", or "this job needs doing, and if the players for some reason can't, we have some NPC stand-ins". We need to leave plenty of freedom in the plot-arc so that the players can be responsible for things, and do them by different methods, without *having* to veer so far from what we're prepared that the rest of the plot arc becomes completely irrelevant. Not easy, but I bet we can do it.
