Isn't there more metal in places like Barbarian Town and Knight's Fort?   Could they be the source of the arms? They're kinda far away, but still closer than Pavis.

Anyhow, the main source of most weapons always seems to be what was scavenged by PCs after killing the enemy. That seems to be true regardless of rule system or game setting.
