Jeff has posted here that he has the deadline of December of 2009 for getting the DRAFT of the Whitewall book done. To expand on that, he will START working on the Moon Design Whitewall book in a few months. He specifically mentioned his deadline in this group recently, so I disagree with your comment that he didn't bother to mention it. Currently, he and the rest of the writing team are wrapping up a few final bits and edits for the Sartar book, and spending the bulk of their writing time on the forthcoming Pavis book. While Jeff and Greg were the principle authors of the Sartar book, a number of other people also made valuable writing contributions. The same approach is being used for the Pavis book, and will also be used for the Whitewall book.

As for who will specifically be on the writing team for each book, that is Jeff's decision. He heads up each of those teams.

One of the major constraints we have identified is that we need to get a book written from start to finish within 3-6 months. Jeff made that happen with the Sartar book, and fully intends to do likewise with Pavis, and then Whitewall.

Lastly, when it comes to "cut and paste", one of the other constraints we will be addressing is the stand alone nature of many of the Gloranthan supplements. Yes, the Sartar book has material from a number of other sources. We felt it better to have everything that is needed in a single book as much as is realistically possible. On the back cover of the Sartar book it says "you need the HeroQuest Core Rules to use this book". We thought that would be far better than having it say "you need the HeroQuest Core Rules, King of Sartar, Thunder Rebels, Storm Tribe, Cults of Prax, Intro to Glorantha, etc. to use this book". Oh, and here's the links to 20 different web sites as well....
