Pentians routinely castrate their male slaves according to the Genertela Book, I seem to remember. That might make a difference.

Praxians do keep non-Praxian slaves, as Prax and the Wastelands aren't that difficult to survive in, as long as everyone pulls their weight. Any stories to the contrary are propoganda to keep nambypamby  outsiders out of Prax.
