Well, I was asking about Dara Happa because I thought I understood what the economic situation and culture of Pelanda was. However, I was wrong, so I am very glad you answered the questions as if it were Pelanda. I thought Pelanda was much less civilized than it actually is.

However, Peter Metcalfe's answers help with Dara Happa.

I thought there was an ongoing war (made up of smaller wars) where Carmanians were pushing through Pelanda and Dara Happa in conquest. So I thought at the time of Glorantha the Second Age (908) that Carmanian armies are pushing through Dara Happa causing destruction, mayhem, burning, etc. and that (possibly) barbarians are being used as mercenaries in these wars. I see it as a time of general mayhem, looting, pillaging, closed trade routes (or detours) naval wars on the river, etc.

On top of this we have the EWF trying to spread out. So it looks like the Dara Happa area is getting it from both sides and people in between Dragon Pass and Carmania (especially in Dara Happa) are never safe, and are possibly lacking food and supplies (This would lead to interesting adventures and possibly the use of food and common items and equipment to replace 'treasure' especially for beginning adventurers).

Anyway, that was the war I was referring to. Am I wrong about the assessment, or were you indicating that conditions change for various wars?
