It's modern western thinking to believe that things should be put in a logical order. He's writing a few brief entries for the year so will put them down in the order they come to his mind and he can't go back and insert something.

In any case for most people it may not be obvious in 1621 immediately after Whitewall falls. The really noticeable effect for ordinary people is Voria not returning in Sea Season of 1622. At first that'll be "Oh she's a bit late this year. After all a bad winter was predicted". Then there is growing concern as she still doesn't appear in Storm Season. The clan ring and the priests will have been concerned when there were problems with the rites at Sacred Time but they may well have played that concern down in public.

But yes, you would expect a mention in 1622 when the entry is just:

The battle takes place in the mortal world. Kallyr goes on some sort of HQ before the battle and returns at the climax. She's run into problems and the PCs get the opportunity to save her although there are NPCs to do so if they don't. As a result of some combination of the battle and the HQ Voria returns and those present at the battle get their Orlanthi magic back. What's actually going on is almost as opaque as KoS. From a military point of view the battle is pretty insignificant although the book writes it up as a great Sartarite victory.
