The latter is "Not my problem". Actually he could take advantage of it. Any refugees become conscripted labour while his family makes donations to the Teelo Norri famine relief appeal. Some of that money filters through to the area as food which is distributed by the Seven Mothers cult. He gets credit for generous donations to Lunar charities and free labour fed from those donations. The cults get converts as a result of following their principles. That most of the refugees are worked rather than starving to death just gets omitted.

The snow is a bit tricker but depending on where he's bringing the building materials from it might help. It's much easier to transport heavy loads cross country on sledges than in wagons.
