Plausible, but in the interests of nitpicking, I should note that Mallia is a bad example to use. As I understand it, she is *not* a chaos god; rather, she is a thoroughly unpleasant death god, who happens to accept worship from some chaotic beings (most notably Broos).

This goes all the way back to RQ2 Lords of Terror, where it says that she has the Chaos rune *when worshipped by chaotic beings* (unlike most of the other cults in the book, which are straight-up chaotic).

This seems to have been maintained. For example, (IIRC) in "Thunder Rebels", the Heortling punishment for worshipping Mallia is much milder than the punishment for serving Predark (chaos). As I understand it, most of Mallia's worshippers are ordinary, non-chaotic folk who make propitiatory sacrifices to protect themselves against disease.
