I don't think the Heortlings distinguish this way at all. Wrong is wrong, it's against the law and demands compensation. If it's serious enough it demands the wrongdoer is outlawed.
The distinction between Babeester Gor and Vinga the Avenger is that Vinga acts within the law often to claim a legal right. Even if that right is to continue a blood feud. Babeester Gor is unrestricted by law, she is the fanatic who would slay kin to avenge a wrong to the earth.
