I would say Malia is always chaotic, but propitiary worship of such an entity doesn't make the worshipper chaotic. It's still a bad thing, since it strengthens Malia. Of course, as Greg has told us, even enemy deities get "worship", and are strengthened by being included in the cultures myths.
Every time the heortlings reenact a defeat of Malia by Chalana Arroy (or other) they are also affirming and strengthening Malia's existence as the mistress of disease. On the plus side, they are strengthening Chalana Arroy more than they are Malia.
