Remember that modern unitary law doesn't exist in the Empire. An assassination carried out by a Fjordaur strangler would be considered a holy rite by a Lunar judex, but not a killing in a casual street brawl. However, that same assassination, if carried out in a Dara Happan city, could be reported to the solar authorities who might be happy to stake the killer on a Deshkorgos Tree unless he can show that he had suitable authority to carry out the murder. And regardless of that, the victim's family, clan, league or association might take their own measures against him.

In short, a Fjordaur strangler can claim Lunar religious sanction for his assassinations but this is not the same as an absolute license to kill -- who commissioned the hit and with what authority might become an issue and more to the point there are all sorts of alternative formal and informal judicial mechanisms which could be deployed against him.
