The Lunar Military does not make use of chaos because the Lunar Military does not exist as a coherent whole. What you have are separate armies, regiments and the like, each lead by would-be heroes, glory-seeking generals, psychotic madmen and plunder seeking warlords.

Armies go where they want to so they can best achieve their particular goals be it fame or booty. A general at a front does not have the choice of whatever forces he wants - he has whatever forces are willing to fight there. The best regiments go to where the fighting is the hardest and the plunder is the greatest. The worst regiments generally take crap assignments, such as Pavis or Corflu, where the only savings are to be made by collecting the wages of deceased troops.

The troops that use chaos tend to be well-equipped and scary. They also have a high upkeep, not just in gold but corpses or even souls. As a result, they are normally found only in the toughest battles and are often smaller than other troops. Generals may not like using them but when the choice is a humiliating defeat or a dazzling triumph, many chose to turn a blind eye...
