There's two different scenarios you are responding to a) that Barntar is a subcult of Orlanth, and b) Barntar is not a subcult of Orlanth. My answer above was in response to the claim that Barntar's strengthening of Orlanth could not be detected.

If, as written in Storm Tribe, Barntar is a distinct cult from Orlanth then there's nothing the Lunars can do. Ernalda gives the same amount of collateral worship or greater to Orlanth and the Tarshites promote her worship.

If Barntar is a Rigsdal cult, then the Lunars should be able to sense through Moon Eye (an unfortunate name - sounds like they turn around and bend over in order to magically scrutinize) who is affiliated with Orlanth and who is not. That said, what the Lunars do depends on the conditions in Sylila and elsewhere.

AFAIK Orlanth worship is only outlawed in Sartar. Elsewhere the Lunars do not have magical teams of inquisitors roaming the countryside to smoke out the Orlanthi. That said, outing yourself as an Orlanthi would be the equivalent of declaring that you're actually a Broo and you would be a prime candidate for a scapegoat (ie fodder for the corn rites, fed to the bat etc)

Collateral worship exists independently of your feelings. Even enemies in myth (such as Daga in Barntar's myths) gain collateral worship from simply because they are acknowledged as existing.
