I once thought it would be patriarchal lineage, although that is NOT the inheritance of the Hrestoli (but IS for the Pelandans).

I rather like the good old Persian method now--any male of the lineage may qualify. Just see who gets to the treasury first, and can killoff the rivals.

Could be either or both.
It could just be a methodology of the chroniclers, wishing to keep things from happening in the same years...
