That works as well. I don't want inflation where one needs to keep upping the stats of really-heavy-hitters(tm). Brr...
Also having the elder race monsters at just a little bit below heroic levels feels pretty right to me. Some of them will be better, but they aren't the average examples of their kind.

Definitely. I'd at least put the inhuman King at the halfway point between heroic and superheroic.
