Yes, but what you're looking at there is their *combat* ability. Harrek's "rend flesh" skill of 10W4 will be his best skill... whereas Beat-Pot Aelwrin might only have 10W3 in "Hit people with frying pan" - but his skill at "Cook Walktapus" could be 10W4...
