Many of those heros are not combat specialists. Argrath might be
although discussions have tended towards a leadership ability of
some sort. The Red Emperor certainly isn't, he's hero level
because of his position and the magic that gives him. Now it's
possible that some of these heros have obscure skills at greater
levels just as it's possible that there's an Ernalda priestess
with 10W4 at weaving but no combat ability whatsoever. Although
I suspect any ability at that level can be used against an
enemy.
The boardgame counters represent the value in combat of the hero
and their immediate followers which is much wider than the hero's
combat ability.
