Glorantha: The Second Age doesn't describe Teshnos as lethargic; The Middle Sea Empire* does imply this. G2A also doesn't mention the Overgovernor of Eest, who is responsible for Kralorela, Teshnos, Teleos, and the Eastern Isles.

IMO it's equally possible that in this period the Teshnans aren't really lethargic, but simply refusing to cooperate with their conquerors. Or it's simply culture clash, like a low-context culture expecting a high-context culture to play by their rules. Not that surprising if a monotheistic culture encounters a mystic one. G2A implies that they are being purposely enigmatic: "Please do not find us fascinating."

(Glorantha: Crucible of the Hero Wars** suggests that the lethargy dates from 1589. Perhaps it could have been induced only because the God Learners caused a fatal weakness. "In the Second Age Teshnos was occupied and abused by its overlords. Like all lands it lost some of its gods, and the perpetrators suffered for it afterwards.")

As for footnotes, it looks like Peter left one out -- I'm guessing he refers to the Lopers?
