Actually, it is a quality product but is not canon. It's a fan publication, and thus not canon.

Canonical material includes everything that has been published by
professional, commercial publishers. It is possible to distinguish
official and fan materials. Official materials, published by a licensee,
have had, at least, oversight from Greg Stafford whereas fan
publications, however high the quality, have often not.
