Well of the many Ongaronts, some are to be found in the Spirit World (History of the Heortling Peoples p51), which implies there are dragons there. In addition Genert had a draconic adviser called All Eyes Open But One and Festanur the Shaman was crucial in the formation of Dogsalu, the first dragon in Vithelan myth.
